Can America and Britain salvage Iraqi political system?

U.S. Secretary of State Condoleezza Rice began talks with Interim Iraqi Prime Minister Ibrahim Jaafari. Rice and British Foreign Secretary Jack Straw arrived unannounced together to speak with Jaafari in order to push for the formation of a government of national unity. Jaafari recently has refused calls to step down.
The biggest question is can US and UK really change the political landscape in Iraq that is destined for a dictatorship?
