North Korea destroying older nuke facilities while building new ones underground and at the same time getting rewarded

North Korea made a complete mockery of the Bush Administration of what was left from the world’s biggest presidential failures. They have finally playing their own game and getting rewarded. The reward money goes towards building brand new underground nuke facilities and destroying the old ones that well known to the world.
It is a similar tactic that they played all along.
American media reported ‘It took years of talks, coddling and concessions to prod North Korea to step back from its decades-long effort to make atomic weapons, leading to Friday's dramatic destruction of its nuclear reactor cooling tower.’
In reality, it was joke. So far, the United States and other countries have agreed to give the North the equivalent of 1 million tons of oil for disabling its main nuclear facility and providing a list of nuclear programs. The U.S. is also moving to eliminate some sanctions against the regime.
North Korea's Foreign Ministry wants much more carrot and no stick. Interestingly, neither IAEA, US, Europe or even UN has permission to enter North Korea and initiate inspection without notice.
While Bush Administration was eager to weapons of mass destruction in Iraq and it never exited there, they are eager to allow North Korea take its nukes underground with American taxpayers’ money.
