It is called confidence-building measures. China plans to do with Dalai Lama what can be called ‘a mockery of negotiations’. They plan to pose as if talk are in progress till the end of Olympics and then all on a sudden put the issue in back burner.
Aid intense international pressure for dialogue less than four months before Beijing hosts the Olympic Games, was immediately welcomed by a spokesman of the exiled Tibetan spiritual leader.
A spokesman for the Dalai Lama welcomed the offer as "a step in the right direction." Only face-to-face meetings can lead to a resolution of the Tibetan issue," Tenzin Takla said.
"His holiness, since March 10 when the (anti-Chinese) protests started, had been making all efforts to reach out to China and the Chinese government, and he hopes the Tibetan issue can be resolved only through dialogue," he said.
In Tokyo, Foreign Minister Masahiko Komura said that China informed both Japan and the United States through diplomatic channels of its plans to meet with the Dalai Lama's representatives.
