Legitimacy of Indian democracy reestablished - Shibu Soren resigns, new government to be formed
Sudhir Chadda
Mar. 11, 2005

This is the day that India can be proud of. The country’s democracy was saved from authoritarian powers and illegitimate claims to power. The UPA coalition failed to put Sibu Soren as the hijacked Chief Minister of Jharkhand.

According to IANS, Jharkhand Chief Minister Shibu Soren on Friday resigned as the Central government asked Governor Syed Sibtey Razi to explore the possibility of forming an "alternate government".

After several days of trying to cling to power, Soren went to the Raj Bhavan or governor's residence on late Friday night and submitted his resignation.

His resignation came shortly after a meeting of the Cabinet Committee on Political Affairs chaired by Prime Minister Manmohan Singh in New Delhi asked him to step down as head of the coalition government in Jharkhand.

Following the meeting in New Delhi, Home Minister Shivraj Patil told reporters: "Shibu Soren should resign and (Bharatiya Janata Party leader) Arjun Munda should be allowed to show his numbers."

A brief statement issued after the meeting said: "In view of the developments in Jharkhand today (Friday), constitutional propriety demands that the incumbent government should resign.

"The possibility of an alternate government should be explored expediently by the governor. The new government can seek a vote of confidence three-four days after the assembly meets."

Jharkhand has been in the grip of a political crisis since assembly elections last month produced a fractured verdict.

Governor Razi called Jharkhand Mukti Morcha (JMM) leader Soren to form the government, sparking heated protests from the BJP, which said it had the support of more legislators in the state assembly.

The Jharkhand assembly was on Friday adjourned till March 15 after repeated disruptions made it impossible to hold a vote of confidence in the Shibu Soren government ordered by the Supreme Court.

Soren's United Progressive Alliance (UPA), which assumed office March 2 despite its doubtful majority, refused to allow house proceedings, insisting that only a full-fledged speaker - not a pro-tem one - could conduct the trust vote.
