Mar. 11, 2005

The United States withdrew from the Vienna Convention. The Vienna protocol authorized the International Court of Justice (ICJ) to intervene in cases of non-U.S. residents being held in the U.S. prison system. Under the convention, the ICJ would have had final rights to any such detainee.
This will allow US to hold non-U.S. residents in American without justifying anything to the world. The human right organizations were unhappy. The American logic behind this move is that American need flexibility in fighting terrorism.
