Delfassy did not disclose any further detail about Texas's plan on the second R&D centre but said the mobile single-chip solution -- LoCosto - developed by TI would drive down the handset costs, which will acclerate wireless penetration in emerging high-volume markets like India.

Five major handset manufacturers are already planning to roll out handsets based on LoCosto.

"Low-cost handsets based on TI's LoCosto platform are expected in Indian market this year", he said.

Maran said the government is pursuing manufacturers to develop low-cost phones and the first one to respond was Motorola, when it announced a sub-$40 phone and later a sub-$30 phone.

"Now we have an opportunity to have a sub-$20 phone, which will bring the cost of the phone down to less than Rs 1000. The initiative taken by Texas Instruments or other manufacturers like Motorola is very important as that will bring in the Rs 1000 phone, which will be useful as DoT is now focussing on rural India, to increase the tele-density of rural India, an entry-level phone at Rs 1000 phone will make a big difference.

"The dream of a sub-20 dollar phone is in the process of becoming a reality," he said.
