A little chicken or egg first issue - US Bill says sign IAEA pact first but India wants bill first.
The nuclear waiver will become effective only after the US President has ascertained that a set of steps have been taken by India.
According to the bill this requires India to sign the pact with IAEA to verify what India says. However, India is determined not to do anything till the bill is passed and India knows the real outcomes of all this political maneuvers.
